    Applicant must be a minority citizen of the United States (i.e., Native American, African American, Hispanic, or Asian); be enrolled in the 1st, 2nd, or 3rd year of a broadcast communications curriculum at a 4-year college or university or an accredited community college in Oregon or Washington, or as a permanent resident of Oregon or Washington attending an out-of-state institution; and have a minimum GPA of 3.0. Community college students must be enrolled in a broadcast curriculum that is transferable to a 4-year accredited university.
